Issues with getting CiviCRM to work in a dual language Joomla environment

Environment: Joomla 2.5.19, CiviCRM 4.3.4

Joomla has 3 languages installed (English. Greek and French - default language in Joomla is set to Greek).

I have the English and Greek civi language packs installed (I see an el_GR and en_GB folder in the i10n folder in Joomla administrator :: components :: com_civicrm :: civicrm folder structure).

I have set the civi Settings - Localization Inherit CMS Language to Yes.
The Civicrm default language is set to English (United Kingdom) - when I try to change the default language to Greek (modern) and save the page, civi gves me a saved message but the setting is still ENglish (United Kingdom).

I am trying to test this by displaying a Forward email form in frontend.

The URL has the el in the string but the form is still displayed in English.

Am I doing something wrong?
