ACL Permissioned users cannot view multiple L2 groups

So with the organisation I am with we run CiviCRM in multisite with a number of sites using L2 Groups for permissioned. One thing we have noticed is ACL Permissioned users say on x domain cannot x domain's L2 group or other L2 groups. I am just trying to find out if it is designed to be this way if so why? if not is this a bug
