Merging CiviCRM data from multiple servers

Hello Team!
I am working with a humanitarian agency that operates in refugee camp in a remote unserviced area.  There is a "base camp" office with internet service, and several unserviced satellite offices.  All offices need to collect information on beneficiaries and services provided.
 
Each satellite location will need to have its own local server and CiviCRM MySQL database.
 
Can anyone recommend an approach for manually synchronizing the data in all offices? 
 
Because there is no data connection with the satellite offices, I am looking for data "synchronization" or "merge" approaches that would involve update files on USB drives moving by courier from the base camp office to the satellite office.
 
Please share your thoughts on this scenario.

It's one of the complex problems, and what to do with conflicts (eg. same contact modified differently on both side),

Tim had something, but don't think it has been updated or is in use https://github.com/totten/yass

is it somehow possible to simplify the problem, eg. for each contact decides who has the master information and is the authoritative source when it merges?
