Step 7 Problem

At step 7, when pointing to the url to start the upgrade I'm getting this message:

Cannot execute DROP TABLE IF EXISTS civicrm_relationship: DB Error: constraint violation

The only file where I see that line is  civicrm/sql/civicrm.mysql ... is that file supposed to be running at this point?
