Allow registrant to be other than credit card holder

I have setup CiviEvent successfully and all is going well except I can't figure a way to allow the registrant to be someone other than the credit card holder.

This is a youth conference and many of these young people don't have credit cards but we want them to register online.  I have Multiple Registrations working, but the first one has to be the credit card holder for the transaction to go through because the Credit Card is in their name,

Any suggestions?
