Please tell me how you did it. I tried an installation per the instructions but the plugin does not show in the Admin panel...

If you are using their shared hosting it will not work. They don't give trigger privileges on the DB on the shared hosting. Been down that road and finally jumped ship and went to civihosting.

Yes, their shared hosting (like most shared hosting) wont have enough horsepower to support civicrm.  I use their VPS and it is ok but not spectacular.

But that does not in any way explain why the plugin does not show up in the admin panel.  Are you using wordpress?

I have had poor experiences with Dreamhost and recommend CiviHosting.com.  The small increase in monthly fee is worth the headaches you will save.  If you cannot afford $15/mo CiviHosting I think CiviCRM is not the right choice for you, as maintenance, upgrades, consulting and training of the Civi during the year will exceed hosting costs anyway.

Try CiviTeacher: the online video tutorial CiviCRM learning library.
