Intuit Payment Processor not listed after setting extension directory and URL

I have downloaded the Intuit Quickbooks Payment Processor for Github, unzipped in sites/default/files/civicrm/custom_ext directory, and set both system settings, Directories and URL to indicate the location, but yet when going to "manage extensions"  it is not showing up on extension listing ... even after refreshing and clearing cache.  I also tried "Add New" which didn't show it either (no surprise there).

I've used every set of wiki, CRM, and other instructions for doing this, but still no cigar.

Did I do the right thing by getting it from Github?  Is it no longer under development?

What have I done wrong/missed???
