define( 'CIVICRM_IDS_ENABLE', 0); but IDS still triggered

On Drupal 4.4.4 I definitely have define( 'CIVICRM_IDS_ENABLE', 0); in  civicrm.settings.php but I still get PHPIDS detection and reaction.  I have tried deleting Config.IDS.ini but it gets rebuilt.  Could this setting be ignored somewhere?  I keep getting hit with a really bad IDS false positive.

In 4.4 the setting has been migrated to a permission - check your permissions page for "Skip IDS protection"

Coleman - my hero as always!!
Wonder if this should be flagged during upgrade?  I couldn't find a reference in the upgrade doc: https://wiki.civicrm.org/confluence/display/CRMDOC/Upgrade+Drupal+Sites+to+4.4+-+Drupal+7
If you agree, I can make a note in section 9?
