Find activities send email to contacts doesn't let you change the recipients

Wondering if anyone else has seen this, or if it's maybe by design? I can replicate on demo.

Do a find activities and from the actions drop down choose Send Email to Contacts. The form appears to let you change the list of recipients, but try leaving the subject blank and removing someone from the To. Then when the form reappears with the missing fields warnings it has reinserted the entire original contact list in the To field. And sometimes it seems to keep the original person's name, but has inserted the email of the changed contact, e.g.
original: "John Smith" <jsmith@ssss.com>
manually add to list: jj@jjj.com
after submit: "John Smith" <jj@jjj.com>

Also probably separate but comes up at the same time: In the actions dropdown on the search results page the choice for sending SMS disappears if civicase is enabled. Is there something about Civicase where SMS wouldn't work?
