Generating membership certificates as PDF attachment

We have a client that would like to generate membership certificates.  The goal is to create an email with html or text content and attach a personalized PDF which includes the created certificate and some other static information.  So far, I've been able to generate a personalized single page PDF membership certificate using the "Print PDF Letters" options.

How can I approach this?
