Invite Lists

I am working with a client whose board members submit invite lists for their annual function. They keep those invite lists from year to year. How would the community suggest storing this in CiviCRM.

Without knowing more, I'd suggest groups.  If you're going to be mass e-mailing them, they need to be groups anyway, and I can't think of a reason why a different approach is better.
