I am getting "strict warning: Non-static method CRM_Core_Block::setTemplateValues() should not be called statically in C:\xampp\htdocs\drupal\sites\all\modules\civicrm\CRM\Core\Block.php on line 587.' while accessing the civi home page

This possibly has nothing to do with it (not a coder, just a user/administrator) but your profile says you are using PHP 5.0. The documentation for CiviCRM 4.2 states you need PHP 5.3.1+.
I would suggest you start by upgrading your version of PHP.

Also, this sounds like a new install of CiviCRM, so I wonder why you are using 4.2.16 (which is intended only for people already using 4.2) rather than 4.4.4 which is the latest release (first release of 4.4 series was October 2013)?
