Parent groups limited to 25 children in display?

I am trying to clean up my groups.  I have about 40 access control groups that I would like to nest beneath a parent group.  The trouble is that when I list groups, and drop down the parent, only 25 child groups.  Is this by design?  Is there a way to open up this limit?  Is it a bug? 

Any hints would be very much appreciated.  If it's in the code somewhere, a very specific hint would be very much appreciated (not strong with php).

We are on 4.4.3

Hi

I have the same issue which occurred after upgrading to 4.4.5.

Not a solution but if you just click 'search' in the find groups area above it then lists all groups.
