Payment Processor sometimes not appearing when necessary

Civi 4.4.5, Drupal 6.31.

We have an event with a variety of mandatory price sets, some nonzero and some zero. We also have several optional price sets for extra activities. The use case has recently come up that customers may want to buy one of the optional price sets, but use the zero options on the mandatory price sets.

For example, we have people who can't attend our main conference, but would like to participate in the pre- or post- conference (extra fee) events.

Unfortunately, as long as the mandatory price sets are set to zero, the payment processor block won't show up--even when an optional fee level is selected, and payment is therefore required. Instead, the form will throw an error on submission (since it has no payment details) even though no one can actually enter their payment details!

Obviously this is a bit of a problem. If necessary we can figure out a way to work around it, but I'd like to know if anyone here has any advice/insights.
