Switching from rolling to fixed membership

For our organization, as we move to CiviCRm, we are changing our membership from rolling to fixed (based on a Jan-Dec calendar year). To be fair to members whose membership expires this year, I am manually reducing the membership amount each quarter in order to prorate their new, or renewal, membership to get them sync'ed with the fixed schedule.

The only problem is the membership expiration date. The membership duration is set for one year, however, if someone renews, the year is added to the expiration date. Thus, if Joe's membership currently expires on 30 June 2014, when he renews during this transition year for $50 (annual dues are $100), his renewal date is set to 30 June 2015 (as opposed to 31 Dec 2014). While I can manually change the end date for all such renewing members (we don't have that many and this would only be for seven months), the email sent to the renewing member shows the incorrect date. Thus, if I change it manually, I would need to send them a second email, otherwise they could be confused. This is now sounding like more effort.

Question: Is there some way to configure the system such that when members renew, the end date is set to 31 Dec 2014 as opposed to one year from the expiration date of their current membership?

My non-techie solution would be to ( temporarily) modify the online renewal system workflow template to always display an expiration date of 31 Dec 2014.   Then manually adjust the date for the actual membership as you suggested.
