Profiles and custom fields not visible nor can I add

My custom fields and profiles are not visible. Is there a setting that isn't set that would make them appear? I don't have the button that normally says "Add profile" or "custom field". I've looked around and can't see anything.

Administer > Custom Data and Screens > Profiles or Custom Data.

All I see the header for Profiles or Custom Data but no button to add, or see the ones already added.

My configuration checklist is also missing from under Administer. Also Groups. I have most of civi dashboard but some parts are missing. Any ideas.

Turned out it was permissions got reset on certain files. Thanks.
