SOLVED Outbound Mail settings won't save

wondering if anyone can provide pointers for unravelling issue with my attempts to save Outbound Mail settings

this site is a 'multisite' ie it has 2 drupals wired in to a single civi

it is a site we migrated and it used to use SMTP

Outbound Mail on both domains is showing currently as set to SMTP

Changing to mail() and clicking Save & Send causes the testmail to get to me, but the settings don’t get saved.

I have looked in the db at civicrm_settings mailing_backend - and there are 3 rows - two for Domain 2 and one for Domain 2

anyone able to confirm if the solution would be to delete the 3rd row here?

solved at least temporarily by removing the 3rd row of data - assuming it was an issue either with the migration, with the multisiting, or combination of those
