Why is the CiviCRM workflow different from other mailers?

I am asking this at the request of a new CiviCRM user:

CiviCRM's workflow is:
Select Your List(s) > Design > Test > Send

vs. most other mailing systems:

Design > Test > Select Your List(s) > Send

Can anyone provide background information?

I don't have enough experience to compare CiviCRM to other mailers, or to know why CiviCRM works in this order.

But it does lead me to ask, does it have any impact on the functionality?
