Constituent Detail report doesn't work for filtering for group

If I choose

Group
Is Non-Member

for the Constituent Detail Report, there are no results.

Yet if I go to Contacts-> Manage Groups I see that there are many non-member contacts.

The Constituent Summary Report does list non-members. So this looks like a bug in the Constituent Detail Report.

Or am I missing something (very possible)?

Please try reproducing the bug on the public demo site and if you can file an issue on JIRA.
Try CiviTeacher: the online video tutorial CiviCRM learning library.
