Drupal permissions for running scheduled jobs

I want to set up a user to specify in the php.cli method to run jobs. What Drupal permissions should this user have? I do not see any permissions that seem to relate to scheduled jobs.

I'm not seeing the post now, but this has been discussed previously on the forums.  IIRC, the permissions needed are fairly extensive because the scheduled jobs need to be able to add/edit all contacts.
