What is HRD

At /wp-content/plugins/civicrm/civicrm/CRM/Case/xml I see a directory 'HRD' with what look like some interesting things in it.  It seems it ought to be some kind of Case Type, but it doesn't show up with the sample case types in Civi. Googling yields various references to it (seems to stand for 'Human Rights Development'), but I didn't find anything that explains what it is.

See https://civicrm.org/blogs/michal/human-rights-and-peek-some-civicrm-20-improvements. CiviCase started in 2008ish and they developed around the same time. Not sure if it's all merged now and this is a copy of their config.
