notify if cron jobs aren't running

In Drupal, there's a warning if cron jobs aren't running, but in Civi there's no equivalent.  I've seen a variety of situations cause cron to stop working, which generally isn't discovered until an urgent mailing fails to send!  It would be great if Civi replicated the "cron is not running" functionality of Drupal.
