API Error when rebuilding menus, prob. with Extensions

I had a kind of convoluted experience trying to install the iats payment processing extension, complicated further by issues with upgrading the civicrm database in general.  This has led to the point where I cannot rebuild the civicrm menus - I receive an API error, saying it cannot delete the payment processor type.  I believe this is preventing me from installing or modifying extensions through the site interface.  I click to make a change, the site refreshes, but no changes are recorded.

what I'd like to know is if there is a way to force the menu rebuild, or empty its cache or whatever would be required to clear its problems.

/civicrm/menu/rebuild?reset=1.

I appreciate the response, but this is the url that triggers the API error I mentioned above.
