CiviEvent self service form with relationships

I understand the CiviCRM Drupal Webform Integration allows for a user to sign up for an event establishing a relationship at the same time. For example parents registering their children. However, I'm not on the Drupal platform. I'm on WordPress. 

What would be the simplest way to have a user register for an event while at the same time establishing a relationship that is recorded in the database?

Build a CiviCRM extension following the documentation here and API here.  If you are not a programmer, hire one.
