Problem with size of attachement

Hello, I am having a problem with the size of the attachment when sending emails.  I have changed the setting in the system setting for maximum attachment size to 5MB, however when I try to send a file larger than 2MB I get an error saying that the attachment cannot be greater than 5MB, (the actual setting) but It still does not allow more than 2.

Is this a bug??  Or am I doing something wrong.

Please help.

It sounds like a bug. But I don't really know how this exactly works because I have never used it. So if it sounds like a bug to you, which probably is, then you can file a issue in the issue tracker of civicrm.
