CiviCRM Home opens, but no Menu bar

On 6-7-2014 I was working with Joomla 2.5.14,  CiviCRM 4.1.2,   PHP 5.2, and MySQL 5.0.96.  All was going well with the database as it had for a couple years.   My job was to upgrade my system to the latest CiviCRM 4.4.5.   I backed up my database on 6-7.  On 6-8, I uploaded and attempted to install CiviCRM.   Some errors occurred and it was determined that I had needed PHP 5.3.  After getting 5.3,   I did another install and it was "successful".   I see that the resulting config did not include my database tables.  So I restored from my backup file.   Now I can open the component CiviCRM, but

I do not have the main menu bar --- just a Home page.  No Search, Contacts, etc.   

I know that MySQL 5.0.96 does not have trigger privileges.  My php and sql have timestamps that differ by 1 second.

I am not techie enough to continue researching the documentation provided by CiviCRM -- though it seems terribly complete.  I just don't know where to start.   I don't know if I should try to see if I can revert to 6-7's status.  It might not come back as I had it. 

My current status is Joomla 2.5.14, CiviCRM 4.4.5,   PHP 5.3, and MySQL 5.5   

Note: I continue to test and will reinstall CiviCRM if nothing changes.

It sounds like the DB didn't upgrade to the latest version.
Try reinstalling Civi on top of the existing install. After the Joomla installer completes, you should see a link to upgrade the DB.

The Reinstall got me by the no-menu issue.  Civi now looks like I expect.  I ran the Database Upgrade Utility (http://councilofthebaptized.org/administrator/?option=com_civicrm&task=civicrm/upgrade&reset=1)  but was stopped almost immediately by the error below.  I am attempting to get my provider to be certain I have trigger privilege.  Civi is certainly not looking at my data, since the most simple search yields:  Field not found.  More hope for tomorrow. 

CiviCRM-001 - An error has occurred.
Sorry but we are not able to provide this at the moment.
CiviCRM 4.4.5 requires MySQL trigger privilege
