Array Errors after upgrade

I get the following on any Civicrm page whether admin or frontend:

(first line repeats multiple times)

I have tried reinstalling - I get a successful install with a note to run the Database Upgrade Tool which crashes every time.
Any ideas?

I am really hoping someone can assist.
I have tried the following:

Uninstalling and resinstalling - We are hosting on Godaddy, so the database keeps causing problems when I try to "drop" the civicrm tables because of sql errors. 
I did find that the civicrm_domains table keeps dropping the backend field data and replacing it with N, I have tried copying from another site and replacing the urls, but as soon as I do anything in the backend, it reverts to the N,

I cannot find anything else that is off, but I keep getting the error noted above.

GoDaddy is not the best host for CiviCRM. With regard to your reinstall question, try deleting the database completely and then recreate it fresh. Then it will completely empty.
