Mailing Report permissions

How are Mailing Report permissions determined?

I have users with the Administrator ACL Role getting this error: "You do not have permission to access this mailing report code"

access to mailing's is determined by access to groups.

You dont have access to a mailing, if you dont have access to ANY group that is associated with the mailing
