Issue with uploading an image on a contact

I am setting up a new CiviCRM site and when I try to attach an image to a contact I receive the following message: 
"Warning: getimagesize(http://temeculawellnesscrm.com/sites/default/files/civicrm/custom/IMG_0338_001_72d25a1cf12a146320d12d941d6c3bde.JPG): failed to open stream: HTTP request failed! HTTP/1.1 404 Not Found in CRM_Contact_Page_View->preProcess() (line 170 of /home4/temecun8/public_html/sites/all/modules/civicrm/CRM/Contact/Page/View.php)."

This worked in the past once before and indeed if I try to go to that link I get page not found message, however when I check the file system everything appears correct, the image is being uploaded into this location, however for some reason it can't be found via URL.  I tried attaching an image to an activity and that worked fine both to upload and then to access it afterwards. 

Any ideas on where to start would be greatly appreciated, I couldn't really find anything related to this with a search.

My first thought is that it could be a .htaccess that is preventing the file from being accessible via the web.
