Making membership type relationship options editable

I would like to enhance CiviCRM so that when the user is editing existing membership types, the field for relationships covered will always be editable. (Currently its only editable when there are no contacts with that type of membership)

Any thoughts on side-affects/problems this change may cause? I am also curious why the relationship configuration is not already editable.
