No choices for default Language on Localization Settings screen - empty dropdown

On one 4.4.6 site I am looking at there are no choices for default Language on the Localization Settings screen (/civicrm/admin/setting/localization?reset=1). The dropdown is empty so nothing can be selected. This is not a multilingual install. I would expect the default option "English (United States)" to always be available? Any suggestions for a fix?

Posting my solution in case anybody else comes across this.

It turns out that you can't de-activate the Us English language as a preferred language option for contacts unless you download the internationalization package.
This client setup had it de-activated as an option but no internationalization package since the staff are using English (Canada) only.
