Civix insert_navigation_menu funkiness

I just realized that if you have have multiple extensions that call _extension_civix_insert_navigation_menu to create a menu in the same location, one overwrites the other.

To replicate:
Install "Cividesk Normalize" and "Summary Fields" extensions, which both insert a menu on "Administer/Customize Data and Screens".
Only one menu item appears at a time - though disabling one extension seems to reveal the other's menu item.

I don't know whether Civix bugs have their own issue queue or not - does anyone else know?
