I've been looking around and maybe this capability just doesn't exist, but I think it's worth asking...

I'd like to be able to send an individual an email that includes a link to our paypal with a specific amount, and have civicrm track when that gets paid. I can do this straight through paypal's billing system, but then it wouldn't be in civicrmm, and is also somewhat cold & formal. What I'm thinking of would be something to use if someone gives a verbal pledge. I'd like to be able to send them an email through civicrm saying "thanks for the pledge and here's where you can donate it" without having to have them go through a campaign page and choose a number again before getting to paypal. Or for example if someone came to an event but hadn't signed up online and didn't pay at the door, I could send an email billing them after the fact. Is that possible?

You could use civiPledge.  You would enter (or the user could online) the details of what the donor pledged and on what payment schedule they pledged it (once a month, once a week, once a year, etc.). Civi would then email (you have to enable the job under scheduled jobs) the donor on the schedule you set to remind them and give them a link where they could pay that pledge payment.
