I have set the mailing visibility to 'user and user admin' for the mailing i created. When the recipients clicks on the [mailing.viewUrl] it showing page not found even the recipient is user and logged-in. But in the document it's mentioned like
"user and user admin" only means that only users that received the mailing or administrators can view the content of this email as a web page; the recipients will have to log in to be able to view the message.

Any help on this.

You are right this setting is not working as the help text suggests it will.

There is an issue related to this: https://issues.civicrm.org/jira/browse/CRM-14841.
