Student contest application form best way to do?

I want to create an application form for a poster content for students (students are members). They'd have an attachment to submit of a poster. There is no charge for the competition.

Is a civi_contribute form a good way to do this? Currently I'm using RsForms but if i can have everything integrated in civi would make life easier/more efficient.

This is a classic use for Drupal Webform-CiviCRM integration. But since you're on Joomla, your best option is probably a standalone profile form.
Try asking your question on the new CiviCRM help site.

A profile is okay... but not for the purpose of multiple submissions from the same student.
So student A submits his/her essay in the essay content, then submits anther one next semester.
I'm thinking of doing it is a free contribution. Or maybe i should do it as an event?

participating in an event sounds a bit more logical than contribution if they are 'term' based
