I'm at step 5 of installation.  When I try to go to http://<your_wordpress_home>/wp-admin/options-general.php?page=civicrm-settings I get an error:
You do not have sufficient permissions to access this page.

I've uploaded the zip file and installation and activation worked.
I've created the /files/ folder.
I've changed all permissions of the civiCRM (and every sub-file) to 777 (seemed excessive but I'd tried everything else)
All files match the mysql user for ownership.
InnoDb enabled.

Apache version 2.4.9
php 5.4.30
MySQL version 5.5.37-cll
Operating system: linux
Wordpress: 3.8.3
civiCRM: 4.4.6

What should I try next?

Are you logged in as the admin user in WordPress?
