We have drupal 7 with civicrm 4.4.6 metalanguage.

When trying to import contacts with csv utf-8 (doubled checked that it is saved as utf-8) the special characters are not displayed in the mapping step only English and numerical characters.

When surrounding the field values with double qoutes it is displayed correctly.

While testing the same import file on the demo site all characters were displayed.

What can be wrong, its fourth day and we can not find the solution. We have many data fields to import and surrounding all of them with "" is not a solution for us, tried excel script etc.

Please help.

Why not? Perhaps try OpenOffice/LibreOffice as it's quite easy to save CSV with "" using those.
