Database Upgrade utility returns blank page

I have just installed civicrm successfully, the second time to be sure.  I had time stamp issues the first time.
I get a blank page when I attempt to run the database utility and a blank page when I try to move away from the civicrm home page to anything.

The error log on my host is [Mon Aug 11 09:12:07 2014] [error] [client 182.239.209.78] File does not exist: /home3/carolyn8/public_html/404.shtml or something similar, depending on what I am trying to access.

there is no error log for the database utility returning a blank page

I'm all a bit new to this and so have no idea where to start!

Hi Carolyn,
Looks like the error log line you posted isn't related to the problem, it's more a generic error that could eventually be triggered after the problem itself. Is there anything before this line?
Have you turned on the debug on CiviCRM? It's on the Administer menu > System Settings > Debbuging and Error Handling. Can you get there?
Other way you can try is to take a look at CiviCRM logs, normally stored at /media/civicrm/ConfigAndLog/ or the folder were you configured Civi to put it's temporary stuff. The logs are a bit complex but can give you some insight about what's going on.

Thanks for that, but does not help.
Going into administrator returns the same/another blank page and there is nothing in /public_html/media/civicrm/ConfigAndLog

the error log in in my hosting simply says file does not exist.
[Mon Aug 18 17:47:49 2014] [error] [client 115.166.3.15] File does not exist: /home3/carolyn8/public_html/404.shtml

I'll try re installing.
