[FIXED] - custom field set number stays at 0 on Summary tabs - for a while

I created a new custom field set in beta 6, displayed as a tab (not multiple record).  I then added some custom data to a contact record but when Civi returned to the Summary screen the tab count was zero.  After a while (2-3 minutes) the number went to 1 so I think this may be caused by caching.  But.. this doesn't happen with 4.4 and is a bit misleading as you enter some data, but then it seems that you didn't...  This happened on both my test system and the sandbox.

Looks like some old code in there that I didn't get to when migrating to the new ajax interface in 4.5. I'll take a look...
