error l10n-nl_NL.js: failed to open stream

I get an error "file_get_contents(sites/default/files/civicrm/dynamic/l10n-nl_NL.js): failed to open stream"

what does this mean?

If you are using a windows server it might be related to the resource location windows bug, which has been fixed in the upcoming beta7.

Try asking your question on the new CiviCRM help site.
