Using OR clause for filters in custom report

Trying to create a custom report and wondering if there's a way to combine filters using OR instead of AND?

For example, in the default constituent summary report the user selects 'United Kingdom' in country filter and then 'Texas' in state/province filter, it only returns users in the United Kingdom AND Texas ... which is 0, of course.
Is there a way to return users in either group?
