Handling huge amounts of tags

We have a huge tag-tree and I don't know what would be the best way to handle them.
our tag tree looks similar to this:

>Internal Tags
-> Co-Worker
---> Assistant
---> Co-Worker in training
---> Groupleader
-> Guest
---> V.I.P.
---> Youth
---> Child
> Fields
-> Stuff
-> Other Stuff

But:
1. all in all we have 100+ tags, and the list on the "New Contact" page is way too confusing...
2. The master tags ("Internal Tags", "Fields") should also just be headers to group the tags and you shouldn't be able to select them as tags.
3. When you mark people as "Youth" they should also appear when you search for "Guests"...

How could we improve this structure?
