Emails to Chapters with New Membership

Is there a way to send an email to a specific email address based on the answer to a custom field? For instance we have a custom field for  chosing a chapter to join. Is there a way to send an email do achapter@gmail.com with A Chapter is selected or bchapter@gmail.com when B Chapter is selected?

IMO currently CiviCRM does not support this kind of functionality, you need to do CiviCRM customisation ( may be using some hooks like postprocess, post etc ) to achieve this functionality.
