Settings - Localization not updating

When I go to www.mysite.com/wp-admin/admin.php?page=CiviCRM&q=civicrm/admin/setting/localization&reset=1 (Administer -> Localisation -> Languages, Currency, Locations) and try to add additional countries by clicking add beside the available country boxes everything appears to be fine and the new countries get added to the box but when I click save and come back to the page my changes do not appear. I have noticed that anything I update on this page doesn't get saved. I notice that when I go to the configuration checklist they are all red even though I have tried to save several of the settings on that page.  How can I resolve this problem?

My guess is that you have a bad web server SSL rewrite or redirect.  Can you report back if some pages are coming up with http:// and others with https:// throughout this problem?  And can you please confirm whether you log in via http:// or https://?
