Upgrade 1.9>2.0 Step 4/7 - get error in ssh "civicrm_acl" table already exists

I followed this, far as I know:

1. Create a new empty database. We'll call it civicrm19Fix for this example.
2. Load the 1.9 table structure into this new database by sourcing civicrm/sql/civicrm_41.mysql (in your existing 1.9 codebase
3.Dump the data ONLY from your existing 1.9 database to a file
4. Populate the new empty database with your data by sourcing the dumpFile from step 3

Trying to run step 7 2.0 upgrade script reports Fk error, i may need to rebuild 1.9 database. So I followed the above, but duruing step four keep getting  "table civcrm_acl" already exists error.   

I'd appreciate any suggestions. I started with 1.8, ran 1.8to1.9 upgrade script, then proceeded with 1.9 to 2.0 upgrade process.
