We need tools to manage volunteers at the event.

Tools would include reports for an overview of shifts and volunteers assigned.  If an online form isn't planned for volunteers to log hours, how would I set up an online volunteer sign-in form for the event?  If the form needs to be in paper/excel format, what fields will I need to access to upload the data after the event? 

How would I set up email lists for volunteers based on queries using the fields in the Volunteer module?

Most of this is supported already.

 - Overview schedule report
 After you have installed the extension, a "Volunteer Report" will appear when viewing "All Reports". Filter by activity status to get either logged hours or the schedule.

 - Volunteer Check-In
This would be the same as any other Event attendee. Volunteer is created as a new participant role for events. If you do check-in's offline, a good way is to export a list before hand so you have an ID to match on. In the menu, look in Events -> Import Participants and select to update matched records. You will need a participant status field in your upload, all set to "Attended".

 - Public Log Hours & Import offline data
Please comment on our Roadmap [ http://is.gd/civivo ] if this is a feature you value. We haven't had a lot of expressed interest in this.
The back-office form is quite conducive to data entry. You can also do an activity import if you collect the hours in a spreadsheet.

 - Email List
You can create a smart group for contacts that are the assignee of volunteer activities.
You can also use the find participants search to get an ad hoc list.
