Unexpected Waitlist functionality - Register as many as I want

After an event fills up and people are added to the waitlist, they receive an email when space opens up.  After clicking Confirm, I can enter any number of participants I like even way above the event max.  Using price sets,  Not sure if that has anything to do with it.
