Recent installation of CiviCRM on a hosted site, Joomla 3.3.3, PHP 5.4.31, MySQL 5.5.37-35.1
Totally unable to go to Mailer Settings, due to this error:

Method Not Implemented
GET to /administrator/ not supported.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

This fault has been reported in the forum on previous occasions, but seemingly not fixed. Previous work-arounds have required compromising security by asking the host to turn off mod_security. Without understanding the full implications of this compromise, I'm not personally happy to reduce site security and would appreciate any suggestions on how to get the problem fixed.
