Permission to See Cases without Permission to See Activities?

Perhaps this is a unique use case...

I have Custom Data defined for Cases.  I need to grant a group of users the ability to see that a Case exists, and the Custom Data I have created for the Cases (they are custom statistics on the Case), but I do not want this group of users to see Activities and the Details in the Activities.

I can grant visibility for the Custom Data via the ACLs just fine, but the Drupal role that grants access to Cases also forces me to grant them access to Activities.

Is there any way around this that I'm not seeing, or is this a major Permissions change request?

cases and activities do not have their own permissioning system as yet

There is a proposal to get this funded for 4.6:
