Expired users unable to access renewal contribution page

I have set up a renewal contribution page for members to renew their memberships. However, once the member expires they are unable to access this page. I have that role in the ACL set to be able to make online contributions and also access all custom data, but the user is still being redirected to the login screen when trying to access the renewal contribution page. Any ideas what may be causing this?

Is the renewal page different from the one that they signed up using?  And if it is, is the signup page behind your login wall?  When someone signs up for a membership the page id is saved in the database.  When they go to renew using the default renewal links on the dashboard Civi tries to send them to the page that they originally signed up on.

You said "the user is still being redirected to the login screen"

What is determining if a 'user' is a 'member' - is it civimember synch or something else

Also to be clear, a Contribution page will act as both a JOIN and a RENEW page depending on whether the person has an existing non-expired membership (i am assuming that an expired member gets shown the JOIN version of text but may not be the case)
